This case study is being written. The outline and the facts below are confirmed. The detail, the decisions and the screens are still being assembled.
The brief
A country needed one front door to its workforce services
The ministry responsible for labour and workforce wanted a single portal covering workforce and upskilling needs nationally, under the government’s digital transformation strategy. EY led the $80M programme. I led its design.
The platform serves several audiences at once, which is the structural challenge: individual workers, employers, and the agents who file on behalf of both. A service that works for one of those groups frequently fails another.

What this case study needs
The sections being assembled: who the services are actually for and what a person comes to the portal to do; how the information architecture handles three different audiences; the regulatory constraints that shaped the flows; the decisions that were contested; and screens.
